Well, there is a lot of discussion about Egregores right now...but I'll just
talk about your run-of-the-mill single-purpose Astral Being.
The functions one can perform are endless.  You create the aritifical Being
and tell it what you wish to happen...  They can work magick for you, or act
as guardians, or anything really.  As for the why....they perform their
functions because you "program" them to do so.  They really are like
non-physical robots.  As for how....that's a whole different ball o wax.  :)

You basically use your own "Astral substance" to build up a thought-form. 
You then raise energy, and direct it into the Being.  This energy should be
charged with the purpose in mind.  Give it it's instructions, and a time in
which it should allow itself to desolve, and send it on it's way.
